POSITION SUMMARY


The Process Safety Coordinator will have primary accountability for execution and coordination of the Hess Permian Process Safety program. This role is within the Wells & Plant Operations department and is based in Seminole, TX. The work scope covers one OSHA PSM regulated assets per 29 CFR 1910.119. It will also entail expanding the process safety principles to the non-OSHA regulated assets throughout the entire value stream of the Permian Asset. This role reports to the Wells and Plant Operations Manager.  


ROLES & RESPONSIBILITIES

 

  • Coordinate and sustain the execution of work programs to uphold regulatory compliance to OSHA PSM regulation, 29 CFR 1910.119 for Permian PSM regulated facilities. Primarily interfacing with operations and engineering personnel, upper management, EHS and regulatory agencies.
  • Develop, implement, and train personnel in Process Safety processes, procedures, standards, and guidelines that can be used throughout the entire value stream of the asset.
  • Coordinate and operationalize the Management of Change (MOC) process across the relevant areas of the asset value stream while sustaining and monitoring compliance to and the effectiveness of the process and its use. When necessary, provide training and coaching for asset personnel, in particular when deficiencies are evident.
  • Facilitate Process Hazard Analysis (PHA), HAZard and OPerability studies (HAZOP), and Layer Of Protection Analysis (LOPA) sessions, and Pre Startup Safety Reviews (PSSR) as needed for the asset.
  • Assist with or lead process safety incident investigations and root-cause analysis (RCA) reviews.
  • Organize and track process safety related audit and general action items from for example PHAs, MOCs, and RCAs to ensure timely closure of open items. Develop and publish reports showing action item status with emphasis on overdue action items.
  • Complete facility siting reviews and Occupied Building Risk Assessments.
  • Organize and participate in the internal PSM compliance audits. Complete periodic audits of the asset to ensure, for example, proper use of Management of Change and Pre Startup Safety Reviews.
  • Assist operations and engineering on projects to ensure process safety processes and principles are utilized and incorporated within their designs and work processes and assist with technical reviews of project designs.
  • Support, train and coach personnel within operations, and engineering on process safety requirements.
  • Assist in the tracking of the Process Safety actions in the Production Excellence EHS & SR response document and the various Permian Process Safety Health Checks.

 

QUALIFICATIONS


Experience

  • Minimum of 5 years in Facilities/Process Engineering (with an oil, gas or chemical industry operator) with 1-2 years of exposure to Process Safety Management required.

 

Travel & Relocation

  • Position may require travel up to 25% of the time; some travel to Houston may be required.

 

Education, Training & Certifications

  • Bachelor’s degree in Engineering Required. Bachelor’s degree in Chemical, Mechanical, or Petroleum Engineering preferred.
  • Trained PHA and RCA facilitator preferred
  • Experience with LOPA facilitation is preferred.
  • Training with PHAST and dispersion modeling preferred.

 

Competencies

  • Must be able to show specific knowledge of Process Safety principles and knowledge and compliance requirements of regulatory codes (OSHA, EPA, DOT, etc.)
  • Working knowledge of oil and gas value stream is required, including but not limited to upstream well site facilities and midstream facilities (satellites, pipelines, gas processing, compressor stations, etc.) Gas processing and hydrocarbon fractionation is preferred.
  • Must be proficient in reading Process and Instrumentation Diagrams (P&IDs), Process Flow Diagrams (PFDs), and Cause and Effects (C&Es).
  • Familiar with industry standards and recommended practices (API, NFPA, ASME, etc.)
