The PSM Coordinator will have accountability for coordination, administration and implementation for PSM of Hess’s Tioga Gas Plant and Mentor Propane Terminal per OSHA 29 CFR 1910.119.  It will also entail providing guidance and oversight of process safety to Hess Midstream non-OSHA regulated assets. This role reports to the Midstream Operations Manager.



  • Assist with the coordination and execution of work programs to uphold regulatory compliance to OSHA PSM regulation, 29 CFR 1910.119 for both Bakken PSM regulated facilities. Primarily interfacing with operations and engineering personnel, upper management, EHS and regulatory agencies.
  • Administrate the Management of Change (MOC) process across the relevant areas of the midstream asset to insure compliance with the Hess MOC standard and industry standards.
  • Organize, plan, and assist with Process Hazard Analysis (PHA), HAZard and Operability studies (HAZOP), and Layer Of Protection Analysis (LOPA) sessions, and Pre Startup Safety Reviews (PSSR) as needed for the asset. Develop meeting minutes as required.
  • Assist with or lead process safety related incident investigations and root-cause analysis (RCA) reviews.
  • Organize and track process safety related audit and general action items from PHAs, MOCs, and RCAs to ensure timely closure of open items. Develop and publish reports showing action item status with emphasis on overdue action items.
  • Organize and participate in the internal PSM compliance audits.
  • Support, train and coach personnel within operations, and engineering on process safety requirements.




  • Minimum of 3 years in Process Safety Management required.
  • Industrial plant experience preferred- i.e. gas plant, refinery and chemical plant


Requisite Knowledge Skills/Competencies

  • Excellent organizational and interpersonal skills.
  • Superior verbal and written communication skills
  • Capable of working in team oriented environment with ability to influence others
  • Proficient in Outlook, Word, Excel, and PowerPoint
  • Ability to learn PSM custom software
  • Must be proficient in reading Process and Instrumentation Diagrams (P&IDs), Process Flow Diagrams (PFDs), and Cause and Effects (C&Es).
  • Demonstrated knowledge of Process Safety principles and compliance requirements of regulatory codes (OSHA, EPA, DOT, etc.)
  • Familiar with industry standards and recommended practices (API, NFPA, ASME, etc.)



  • Associate degree or equivalent work related experience. Bachelor degree in science, engineering or related technical field preferred
