The Project Development Engineer at Hess manages the successful front-end development of Midstream Infrastructure projects for onshore unconventional oil and gas production, taking it from conception through final investment decision. Hess Midstream projects include gas processing plants, oil and gas gathering and pipeline transmission buildouts, and well pad facilities. Project development activities include concept development, technical and economic feasibility, early FEED engineering, procurement specification, permitting and risk identification.  Projects in our portfolio span a wide range in complexity and cost from $1 MM to $200 MM.  Ongoing well pad facilities and pipelines programs have expenditures between $100-200 MM annually. The project development engineer works closely with field execution engineers to deliver a successful project.  Strong technical, project management, and communication skills are required.  The role is based in Houston, TX, reports to the Manager Project Development and requires approximately 25% domestic travel.



  • Provides Front End Project Development for Well Pad Facilities, Pipelines and Tie-ins, Infrastructure Facilities from conception to final investment decision
  • Delivers decision support packages and investment recommendations to management
  • Develops projects according to a corporate stage gate process
  • Coordinates resources for engineering, land-rights acquisition, regulatory permitting
  • Coordinates internal and external engineering for project development through FEED 
  • Develops and utilizes early Project Execution Plans covering engineering, early procurement, contracting, cost and schedule estimating, and risk management plans
  • Has skills to develop accurate cost and schedule estimates
  • Maintains a working knowledge and ability to apply engineering specifications, regulations, standards, and permitting requirements
  • Communicates project deliverables and recommendations written and oral presentations and technical reports



  • Bachelor's degree or higher in Petroleum, Mechanical, Chemical, Civil, Electrical Engineering or Construction Management
  • 15 or more years of experience working in the oil and gas industry, including 8+ years in project delivery. 
  • Knowledge of industry standards, best practices, and design methods


  • Ability to identify industry proven solutions to infrastructure requirements
  • Engineering skills necessary for execution of technical and economic feasibility evaluations
  • Knowledge of typical project front end deliverables
  • Project management skills including ability to organize, plan and deliver results per a business timeline
  • Knowledge of project cost estimating, scheduling, and risk assessment
  • Knowledge of equipment specification and procurement
  • Ability to apply sound, independent judgment and be decisive to determine a course of action consistent with an established project framework
  • Ability to quickly establish credibility and gain support within a new organization
  • Ability to effectively communicate (verbal and written), including the ability to develop technical reports and presentations
  • Ability to thrive in a fast-paced, dynamic, growing organization
  • Ability to work effectively under stress and time pressures
