POSITION SUMMARY

This position is a compliance assurance role responsible for supporting ND Operations in implementation of State and Federal pipeline regulations and air/flaring regulations.  Regulatory Specialist must work well within cross functional teams and have the ability to influence without authority.  Individual will also serve as a liaison between Hess and regulatory agencies to ensure accurate and consistent communications. 

 

ROLES & RESPONSIBILITIES

  • Represent Hess – establish and maintain relationships of integrity and trust with all regulatory agencies
  • Remain current regarding the latest developments in new and proposed regulations
  • Support Operational compliance with 49 CFR 192 (Gas) and 195 (Transportation of Hazardous Liquids by Pipeline), NDIC pipeline regulations, and PSC regulations
    • Completion of Jurisdictional Determination for LPG projects
    • Program management of PHMSA Public Awareness
    • Program management of PHMSA Operator Qualification
    • Coordination of Pipeline Steering Committee
    • Develop and maintain compliance demonstration of all pipeline tasking in Wildcat
  • Support Operational compliance with North Dakota Department of Health, EPA, BLM and NDIC air quality and flaring regulations
    • Support ND LDAR program
    • Completion of required external reporting
    • Provide and maintain leading indicators to measure air compliance performance

 

QUALIFICATIONS

Education/Experience

  • College degree or relevant experience
  • 2-5 years of related experience in upstream/midstream oil and gas operation

Skills

  • Understanding of Federal and North Dakota Regulations
  • Able to clearly and concisely communicate to all levels of the business
  • Ability to collaborate and partner with other parts of the organization to influence regulatory compliance
  • Strong attention to detail
  • Understanding of Lean principles
