POSITION SUMMARY

This position will be responsible for supporting cross functional operations in North Dakota as a Regulatory Specialist.  Working closely with Well Factory, Operations, Engineering, EHS, ARO, and external agencies, the position will provide primary oversight of critical regulatory compliance programs.  These programs include the Spill Prevention, Control, and Counter Measures Program (SPCC), the Storm Water Pollution Prevention Program (SWPPP), and our Post-Reclamation Monitoring Program (PRMP).  In addition to maintaining records ensuring compliance, this position will oversee contractors completing plans and required inspections. Field and office work are required, including programmatic field audits and dashboarding and reporting of leading and lagging measures for all programs. 

ROLES & RESPONSIBILITIES

  • Represent Hess – establish and maintain relationships of integrity and trust with external regulatory agencies, including North Dakota Department of Environmental Quality, Environmental Protection Agency, North Dakota Industrial Commission, Bureau of Land Management, U.S. Forest Service
  • Subject Matter Expert for oversight of SPCC and SWPPP programs : US EPA 40 CFR 112, NDR10-0000
  • Oversight of creation of new SPCC plans and revisions to existing plans as needed
  • Collaborate with field personnel to develop corrective action plans to fill any identified compliance gaps
  • Conduct field audits to verify compliance tasks are being completed as assigned
  • Management of internal processes for SWPPP compliance and Post Reclamation Monitoring within Regulatory Execution Tool
  • Provide and maintain leading and lagging measures for compliance performance
  • Create Program budgets and required AFEs, approve invoices, prepare monthly accruals and forcasting

QUALIFICATIONS

Knowledge/Skills

  • Knowledge of SPCC and SWPP regulations including Best Management Practices
  • Familiarity with well pad and pipeline reclamation and maintenance
  • Ability to comprehend drilling, infrastructure, production, and development activities
  • Ability to communicate clearly and concisely, both orally and in writing
  • Strong attention to detail
  • Strong computer and organizational skills
  • Self-motivated and energetic
  • SAP experience

Education/Experience

  • College degree or relevant experience
  • 2 years of regulatory compliance experience- preferably in North Dakota
