The Senior Manager, Tioga Gas Plant (TGP) will manage and be accountable for safe, reliable, and efficient operation of a 400 MMscf/d world-class, combined natural gas processing and NGLs fractionation facility in Tioga, North Dakota. 

 

This position is accountable for delivering all aspects of safe, environmentally responsible, and regulatory compliant operation.  TGP is an integral part of the overall delivery of Hess’ North Dakota Oil and Gas Business.  The importance of safe and reliable operation of TGP cannot be overstated, focused maintenance and integrity management resulting in process safety excellence, high-reliability, and economic and efficient plant performance.

 

The successful candidate will be a key leader in the Midstream business and support business objectives, and vision to provide longer-term asset improvement and strategic development. Reporting to the Director of Midstream Operations, the Senior Manager will exercise independent discretion and judgment within established policies, procedures, and practices. Results are assessed through the achievement of company / personal goals as well as adherence to company policies, procedures, and practices.

 

Roles & Responsibilities

Operations and Maintenance

  • Demonstrated leadership in operational and process safety.
  • Understanding of accounting, contract administration, human resources, procurement, and other plant administration functions
  • Familiarity with federal, state, and local regulatory agencies that have jurisdiction over plant operations (environmental and production oriented)
  • Ability to plan, coordinate, and direct varied and complex programs and tasks involved in the operation of the plan
  • Ability to analyze and interpret plant challenges to make sound, cost-effective judgments for both the short and long-term operational strategy planning.
  • Ability to efficiently balance competing priorities and tasks, remain organized, and meet deadlines in a high-pressure environment
  • Understanding of plant systems and how to ensure they remain operational (develop risk profiles for different equipment combinations (safety / regulatory / production)) 
  • Understanding of emergency plant operations and what a successful emergency plan looks like.
  • Participate in the development and coordination of daily, monthly, and annual production plans
  • Manage day-to-day plant operations to deliver production per plan
  • Respond to feedstock supply, equipment availability, and transportation interruptions to mitigate impact on production commitments
  • Coordinate routine and turnround maintenance activities
  • Respond to plant abnormal operations to maintain safe and environmentally compliant operation
  • Collaborate with other asset managers, commercial functions, and external customers to ensure optimization of gas gathering, gas processing, and product transportation
  • Report production performance, and forecast production capacity availability; ensure equipment availability is accurately reported and equipment health is monitored
  • Develop and execute plant operating and maintenance budgets
  • Participate in the development the plant’s capital project development plan in line with business requirements
  • Ensure the development and implementation of equipment performance improvement plans
  • Analyze site metrics, performance, and processes to develop strategies for improvement

 

Environment, Health, Safety

  • Ensure all process and personnel safety expectations are achieved
  • Ensure all legal and regulatory (OSHA, local, state, and federal) agency requirements are met
  • Ensure compliance with Hess Standards and programs for Hazard and Risk Management, Emergency Preparedness and Response, Incident Reporting, and Document and Data Control 
  • Ensure accurate reporting of emissions and other regulatory requirements
  • Ensure good community relations neighbors and stakeholders 

 

Workforce and Talent Management

  • Ensure and manage workforce scheduling, availability, allocation of resources, and quality of work
  • Ensure workforce competency and effective training programs

Education, Training & Certifications

  • Bachelor of Science degree in engineering (w/ operational experience) or equivalent experience in plant operations including but not limited to gas, refinery, power operations.  
  • Minimum 15 years gas, refinery, power plant operations including maintenance experience
  • Minimum 5 years managerial experience (prior experience as a gas, refinery, power plant/facility manager)
