This position is a compliance assurance role responsible for supporting ND Operations in implementation of State and Federal Pipeline regulations.   This position will be responsible for ensuring compliance with 49 CFR 192 (Transportation of Natural Gas and Other Gas by Pipeline) and 49 CFR 195 (Transportation of Hazardous Liquids by Pipeline) by validating that all regulatory pipeline requirements are met.  Individual will interface with internal functions supporting the entire lifecycle process of design, construction, and operation of regulated pipelines in accordance with State and Federal regulations.  In addition to internal relationships, the individual will serve as a liaison between Hess and regulatory agencies associated with pipeline compliance.  This interface is critical in maintaining accurate and consistent communications between Hess and regulatory agencies. 


Roles and Responsibilities

  • Represent Hess – establish and maintain relationships of integrity and trust with all Regulatory agencies
  • Verify compliance with 49 CFR 192 (Gas) and 195 (Hazardous Liquids) NDIC, and PSC rules by supporting various business functions with tasks required by the Hess Compliance Action Plan. These include:
  • Written O&M Manual and covered tasks
  • Pipeline Oil Spill Response Plan/Pipeline Emergency Response
  • Integrity Management Program (IMP)
  • Operator Qualification Program (OQP)
  • Public Awareness Program
  • Drug and Alcohol Program
  • Control Room Management
  • Confirm task execution by consistent review of documentation of the Pipeline Lifecycle (Design, Permitting, Pre-Construction, Commissioning, Operation and Abandonment, Reclamation) Process.  This work scope includes applicability determination and support in proper implementation of all requirements.
  • Required reporting to various regulatory agencies including PHMSA, PSC and NDIC
  • Provide technical support to develop plans to close any potential compliance gaps
  • Provide recommendation on tasks adjustments or improvements within the Regulatory process as needed
  • Remain current regarding the latest developments in new and proposed PHMSA or other agency pipeline regulations



  • Detailed knowledge of PHMSA and other pipeline regulations
  • Ability to communicate to all levels of the business clearly and concisely
  • Ability to collaborate and partner with other parts of the organization to influence regulatory compliance
  • Strong attention to detail



  • Bachelor’s degree and/or relevant experience
  • Minimum of 5 years of experience in PHMSA and Pipeline regulatory compliance
